近年來，因 3C 產品普及造成臺灣學童近視率高於全球平均，「近視病」併發症已成為臺灣及東亞失明原因的首位，是國家安全及公共衛生嚴重問題。教育部自 99 學年度起辦理學童視力保健計畫，推動實證有效遏止近視發生的「戶外活動」，並同時強化規律用眼 3010(用眼 30 分鐘，休息 10 分鐘)， 100 學年度開始，全國國小學童視力不良率持續下降，令人鼓舞。

國教署委託高雄長庚紀念醫院辦理「105 學年學童視力保健計畫」，計畫主持人高雄長庚紀念醫院眼科吳佩昌主任的研究指出，「國小學童課間下課至戶外活動」可顯著減少近視度數惡化及減半學童近視發生的比率。戶外活動的自然光線可以誘發視網膜產生多巴胺，進而抑制眼軸拉長，避免發生近視。學校單位除落實下課戶外活動，也鼓勵將課程移往戶外，課後及假日也請家長協助增加孩子的戶外活動時間，達到天天戶外 120 分鐘的目標。

國教署表示「105 學度學童視力保健計畫」，宣導重點為「近視疾病易失明、戶外活動防近視、定期就醫來防盲、 3010 眼安康」，持續強化校園視力保健工作，增強"近視是疾病"的認知，落實下課淨空、多元戶外活動課與運動課程，以延緩學童近視的發生，對於已近視學童加強個案管理並鼓勵就醫控度防盲，以期未來減少高度近視人口。希以健康促進學校輔導架構，透過視力保健輔導委員協助全國 22 縣市推動視力保健計畫，遴選 5 個重點輔導縣市及 104 年的重點輔導縣市，進行校群輔導訪視；協助縣市之教師視力保健增能研習、辦理創意短片與績優學校遴選，整合各部會共識與資源，強化在地輔導機制，引導地方積極營造近視病防治的策略，共同達到延後發生、控度防盲的目標。

學童視力保健攸關國家未來競爭力，國教署將持續推動學童視力保健相關活動，期許孩子擁有明亮的視力與未來。
